This is a normal behaviour. It will only show you comments you haven't seen.
If you want to see the full thread, you have to click on the title.
(Maybe I should tweak the forum to display the thread if everything is read.)
About the duplicate links, I didn't find any. However, the first and second have 566 and 556 as id - and I thought they were the same too at the first glance.
I think it should show the full thread as that is kind of missleading that it is only showing new ones. Showing all but jumping to newest message is normal mehaviour in other sites
